           in undertaking two of the research projects. In addition, animated videos of certain research papers were developed that are accessible on our website.
The new normal under COVID-19, restrictions brought a number of challenges in conducting research. With many people working remotely, this posed a challenge as many contact details related to office/work numbers and therefore many organisation representatives could not be reached. This affected turnaround times in getting responses and participation of targeted groups in the studies and surveys. Understandably so, some respondents had challenges with networks for connectivity as most things were done online. All the studies that were conducted during this financial year identified the above-mentioned limitations.
Monitoring and Evaluation
During the 2021/21 financial year, there were 5 finalised monitoring and evaluations conducted. The focus areas for these evaluations were to determine a baseline for the KZN crew employed on funded projects for the 2018/19 and 2019/20; an assessment of the KZNFC SCM process from the perspective of the service providers; a review of the implementation of the NQF Level 5 Film and TV learnership as well as set visits for two productions that took place during the year. The desired target of nine evaluations to be undertaken was not achieved due to the restrictions of COVID-19 impacting on the projects to be evaluated. The majority of the HCD programmes will move to the new financial year and the evaluation will be conducted once the programmes are fully implemented.
Risk Management
The strategic risk register tracked the implementation of mitigation actions for identified risks over the financial year. 80% of the actions to mitigate risks was closed at the end of the year. 13% of actions were still in progress and will be carried forward into the 2021 operational risk register for the relevant business units in order to ensure all the mitigation actions have been implemented. At the end of the financial year, 7% of the actions did not take place, this was largely due to the COVID-19 regulations restricting the gathering of large groups of stakeholders as well as engagements for policy advocacy at a National level being placed on hold.
The residual risk rating at the end has been rerated for each risk identified in the risk register. The organisation had performed well in dealing with the mitigation of risks that were identified in the 2020/21 financial year. The organisation improved its risk profile as indicated in the table below indicating a high-level dashboard of the shift through risk rerating.

    The organisation also addressed the risks relating to the COVID-19 pandemic and all regulations were fully adhered to resulting in minimal exposure to the KZNFC and with a minimum number of reported cases. The organisation continues to operate on higher alert level to ensure reduced risk exposure. In the 2020/21 year, the organisation also undertook the first fraud and ethics risk assessment with a key focus on SCM, Finance and the Film Fund.
Socio-economic Development (SED)
The Entity supported two SED projects during the financial year, both of which were delayed initially due to COVID-19 and were concluded in the fourth quarter of the financial year. The first project named Get Inspired is a woodwork and arts and crafts organisation that supports people living with disabilities to develop a skill while generating some form of income thereby instilling a sense of pride and self-worth.
The second project supported is an organisation called Ilungelo Labadala, which is involved in various activities in the Ilanda area. The Entity supported the organisation to build a garden shed, install fencing and construct an irrigation system for the women-run garden projects that provide a source of income and food supplement to the local community.
