Spent on B-BBEE Service Providers
Section 10 of the Broad-Based Black Economic Empowerment (B-BBEE) Act obliges government to implement B-BBEE when procuring goods and service. KZNFC fully supports transformation and inclusivity of the economy in all its procurement. Policies have been amended and implemented fully to ensure compliance with the Preferential Procurement Policy Framework Act (PPPFA). In implementing this framework, companies with higher B-BBEE scores are placed at an advantage during the procurement process. The use of EME’s, QSE’s and the B-BBEE status level 1-2 contributor has been the contributing factor to the over achievement of the target by the Entity. A deliberate effort was made in the development of specifications and terms of reference to include pre-qualifying or minimum requirements for bidders in allocating contracts to B-BBEE service providers.
The following are some of the noticeable achievements by the programme during the year under review:
1. The programme continued to enhance IT infrastructure
and automate some of the processes to allow the officials to continue to render services remotely in response to COVID-19. The following are some of the measures implemented in this regards:
• Fibre installation was completed during the year under review which improved network speed and increased bandwidth to allow for exchange of data and improvement of systems performance.
• Continued implementation of SharePoint document management system which allows for online workflows and electronic archiving.
• Automated the payment process which allowed for paperless environment in the payment process. The entity was able to process all payments timeously despite officials mainly operating remotely.
2. The programme reviewed some of the critical policies to enhance compliance such as the Supply Chain Management Policy and Disaster Recovery and Business Continuity Plan.
