                Heat caramels and milk together in a small saucepan over medium-

                low heat until smooth, 2 to 3 minutes. Pour caramel sauce over
                baked sweetened condensed milk. Sprinkle chocolate chips over
                caramel. Cool completely before cutting into bars.
