3. FOREWORD BY THE SPEAKER

I hereby table the annual report of the Western Cape Provincial Parliament for the 2021/22 financial
year.
When I took office as the Speaker in 2019, I commi ed, inter alia, to the following:
1. To uphold and protect the dignity and decorum of the House and to serve all Members
equally;
2. To ensure that the WCPP fulfils its cons tu onal obliga on of law-making, oversight and
public par cipa on to the full;
3. To create an environment where all Members and staff can par cipate in the proceedings
and procedures of the WCPP to their full poten al and thereby strengthen our
parliamentary democracy;
4. To represent our ins tu on both locally and abroad in the best interests of the people to the
best of my ability; and
5. To create and maintain a stable parliamentary organisa on to serve our Members and the
people of the province op mally with clear lines of authority and accountability, respec ng
the different governance structures.
In order to achieve the above, the coopera on of the Secretary and our Senior Management Team
was crucial to further strengthening our democracy and take the people of the Western Cape along
on this exci ng journey.
I acknowledge the role of the Secretary as the Accoun ng Officer and with my role as the Execu ve
Authority, each having its own accountability structures as provided for in legisla on and regulatory
frameworks, it was cri cal that together we enable the WCPP to op mally deliver on its mandate,
mindful of possible resource and other limita ons we may face.
I am very grateful to report that as an ins tu on we are well on track to achieving all our goals and
commitments we have set for ourselves in 2019.

crea ng a modern, outcomes driven-ins tu on valuing tradi onal approaches but at the same me
embracing the exci ng opportuni es the new world presents.
