The following significant events took place during the period under review:
During the period under review, the WCPP’s new organisa onal structure which was implemented
from 1 April 2019 was further refined and approved in December 2021. This process of refinement
involved a relook at the coherence of posi ons, the required technological enablers, improvement
of business processes and the assessment of future skill requirements for the WCPP. The refined
organisa onal structure was discussed with the recognised Union at the WCPP. The planned
implementa on date was 1 April 2022. At the start of the 2021/22 repor ng period, the WCPP had
117 posi ons on the establishment of which 103 posi ons were filled. At the end of the 2021/22
repor ng period 107 posi ons were filled which equates to a vacancy rate of 9.32 percent, 2.65
percent less than the previous repor ng period. As at 31 March 2022, all vacant Director and
Manager posi ons were filled.
The WCPP once again hosted a successful hybrid 2022 official opening and State of the Province
Address on 15 February 2022 at two venues, namely, the Velddrif Town hall in Velddrif and at the
WCPP’s Chamber in the Legislature Building, Cape Town. Due to COVID -19 regula ons, the number
of guests that a ended the event had to be limited.
During the period under review, ac vi es with regards to interna onal rela ons also picked up in
comparison with the previous repor ng period and WCPP par cipated in virtual engagements and
in-person mee ngs. Key interna onal rela ons ac vi es include WCPP’s par cipa on in the
Na onal Conference of State Legislatures Base camp from 3-5 August 2021; Virtual Commonwealth
st
Youth Parliament; SoCATT Professional Development Seminar, 21-25 October 2021; 51 Conference
of the Commonwealth Parliamentary Associa on, Africa Region and SoCATT Annual General
Mee ng, 8-14 November 2021. At the Annual General Mee ng of SoCATT which took place on 12
November 2021, the Secretary to the Provincial Parliament accepted a three-year term to serve as
the Southern-Africa Regional representa ve for SoCATT. The WCPP was also given an opportunity to
present on its response to the COVID-19 pandemic at the Professional Development Seminar.

The Thetha Nathi Programme was successfully launched in the Garden Route during September
2021 and rolled out in the West Coast District during February 2022 and Cape Metropolitan area
during March 2022.
