       Senate Bill 2, authored by Senator Toni Atkins, D-San Diego, was the most high profile of a
       series of housing bills that surfaced in the Legislature.


       Although the bill was backed by a diverse coalition, it faced an uphill battle in the Legislature,
       with opposition from Republicans and some Democrats who were wary of being tagged with
       supporting a tax increase. SB 2 passed the Assembly in a cliffhanger vote the night of
       September 14, after two holdout Democrats provided the votes for the needed two-thirds
       margin. The Capitol Press Corps shed insight on the tense moments SB 2 was “on call” on the
       floor of the state Assembly, again demonstrating the power and value social listening can
       bring to public affairs.


       After a final vote in the Senate the next day, the bill was sent to Governor Jerry Brown, who
       signed it along with other bills as part of the “housing package” in a high-profile ceremony in
       San Francisco on September 29.
