EXECUTIVE SUMMARY

The Support to Employment Creation in Mongolia (SECiM) under funded by the European
Union (EU) and implemented through FAO starting in 2016. Under a UN-UN Agreement, the
UNIDO component of SECiM started only from February 2018 due to a delay in fund transfer
from FAO. This progress report presents the implementation and results of SECiM C2 / UNIDO
activities during the period between February 1, 2020 and November 30, 2020.
The focus of the SECiM C2/UNIDO work has been in the Meat Sub component 2.1, Dairy Sub
component 2.2, Fibre Sub component 2.3 and Leather sub component 2.4. FAO and UNIDO
project formulators strategized that UNIDO would work on post-production aspects of meat
and dairy value chains to complement FAO production focus. Meanwhile UNIDO would fully
cover leather and fibre value chains.
The main approaches for achieving project outputs and sustainable impact has been to
institutionalize proof of concepts in each value chain. Key achievements to date include:
                   • International standards coaching for meat and dairy processors
                   • Introduction of modern tools and equipment for private sector abattoirs
                   • Introduction and local production of affordable static flaying frames for zero defect
                       hides and skins flaying
                   • International audits from the Leather Working Group for leather industry
                   • Occupational Safety and Health training in leather industry
                   • Establishment of mechanical sheep shearing
                   • Establishment of a spinning and finishing training centre
                   • Localized eLearning and blended training in partner institutions across a number of
                       technical areas.
