UP AND AWARE - 7 CHAPTER
11 Freedom
(Effective Communication)
Beginning:
The Indian Constitution outlines the most important and key article—
Article 19 which stands to protect the basic freedoms of its citizens.
Article 19(1) provides that all citizens shall have the right to freedom
of speech and expression without any fear; to assemble peacefully and
without arms; to form associations or unions; to move freely throughout
the territory of India; to reside and settle in any part of the territory of
India; to practise any profession, or to carry on any occupation, trade or
business.
However, freedom of speech and expression is not absolute. This means
that there are conditions and limits. While the Constitution grants these
rights to all Indians equally, it expects citizens to respect and observe the
security and honour of the country.
As of now, there are 8 restrictions on the freedom of speech and
expression. Among them are: security of the state, friendly relations with
foreign states, public order decency or morality, contempt of Court,
defamation and incitement to offence.
