Version 3 introduced the concept of a service lifecycle which followed Deming's approach to improvement of Plan-Do-Check-Act. At this time, the OGC also outsourced the management of the ITIL framework to an external company, APMG.
In November 2014, the OGC released a rewritten set of ITIL text replacing the 2007 version. This had minimal updated concepts and terms, but was written to be more clear and easy to read. APMG’s contract extended to December of 2013. In anticipation of the end of that contract, the OGC opened public bidding to organizations world-wide to partner with the British government and mange ITIL into the future. Capita pLC won the bid for 51% ownership of ITIL and created Axelos, a joint venture with the British government, to manager the future. Axelos controls the framework, training scheme, certification, and monetization of ITIL.
