        A dead Massachusetts mechanic and convicted sex criminal has been identified as the suspected killer of a teen
        lifeguard who disappeared more than 20 years ago. Francis “Frank” P. Sumner Sr., who died in 2016, has been

        In September 2012 at the NCISS Annual Meeting, the Molly Bish Foundation founded by parents John and Magi Bish,
        were presented NCISS’s highest honor, the John J. Duffy Memorial Achievement Award (see www.nciss.org/john-j--duffy-
        memorial-achievment-award). The Bish’s and their foundation since 2004, and for their work in Massachusetts and
        Congress in passing multiple laws to protect children, convict in crimes against children, and also find and identify
        missing children.
