compatibility of the software.
D. UPS use is mandatory for desktop computers and highly recommended for laptop computers.
Though laptop computers contain a battery in case of power failure, their power supplies and
internal components can easily be damaged by poor quality electrical power. Networking
equipment such as servers, switches, hubs, Internet access equipment, routers, and IP telephones
must be connected to a UPS. All other electronic equipment (i.e., faxes, photocopiers, and
printers) in the office must be protected by surge protectors or, the more-preferred item, voltage
regulators. When laptops are used outside of a project office and a UPS is not available, it is
mandatory that they be connected to an APC In-line Surge Protector. UPS items may be
purchased locally
E. The Laser Printer may be purchased locally, when possible, to permit a vendor to provide periodic
maintenance and spare parts. In the event a non-HP printer procurement is planned, the PM will
consult with the IT Department before making the purchase.
F. Inkjet printers are primarily utilized for printing photographs, PowerPoint slides, and other
documents requiring color. To avoid frivolous use of the color capabilities of these printers, it is
recommended that only one-color printer be purchased for a field office and that it not be
connected to the network. In the case where there will be high end use of a color printer, the IMU
will be consulted in developing the specifications and network application.
G. The Flash Drives are for exchanging information between computers in the office when a network
is not available. Flash drives will be purchased in the U.S. since for encryption and cybersecurity
hygiene before use. They may NOT be purchased locally as required by Cybersecurity Maturity
Model Certification (CMMC).
H. Adapters will be obtained in the U.S. before deployment and will ensure the equipment is dual
voltage: 110V/220V. Universal models are available that include nearly all the possible electrical
wall socket configurations. Electrical outlet adapters will be purchased in the U.S. and reliable
extension cords will be purchased locally. The PM is advised to purchase the highest quality
extension cords available if needed since poor quality cords can result in damaged equipment.
I. The IT Department will guide the Project team on how to obtain information on the types of
Internet connections and ISPs are available in country during the pre-bid and proposal stages or
they may contact local organizations, the U.N., or international organizations abroad to confirm
the quality of Internet service and potential ISPs. If the only reliable method for Internet
connections is by satellite. Satellite service, however, can be very costly because of the upfront
and monthly charges. This may impact the amount budgeted for Internet service. Before engaging
a satellite service, the PM will consult with the IT Department to discuss this option from the
technical and economic perspectives to determine whether alternative services and lower rates
exist. If satellite service is determined the best method, approximately four weeks are necessary
from the time the satellite is ordered before it will be installed and operational for field office use.
J. A LAN is required in every field office containing more than three computers to allow for the
sharing of resources such as printers, Internet access, and files/documents. Depending upon the
office layout, number of staff, and other factors, the LAN may either be wired (cabled) or wireless.
The IT Department recommends a wired network for its greater speed, security, and reliability.
The cost of LAN materials and installation can vary widely depending upon the number of staff
and office layout. Upon obtaining this information, the IT Department will provide an approximate
cost to assist with budgetary planning. Final costs will be determined as the Start-up Team
