Regulation OTAR Part 121 - CAT - Large Aeroplanes
OTAR.121.705 Emergency locator transmitter
(a) All required ELTs shall operate in accordance with the requirements of ICAO Annex 10, Volume III
and be capable of transmitting on 121.5 MHz and 406 MHz.
(b) All ELTs capable of transmitting on 406 MHz must be coded in accordance with ICAO Annex 10
and registered with the agency responsible for the maintenance of the aircraft register.
Aeroplanes –
(c) Except as provided in paragraph (d) an aeroplane shall carry at least one automatic ELT or two
ELTs of any type.
(d) An aeroplane authorised to carry more than 19 passengers for which the first certificate of
airworthiness, for that individual aeroplane, was issued after 1 July 2008 shall be equipped with at
least two ELTs, one of which shall be automatic.
OTAR.121.708 Aircraft in distress
An aeroplane with a MTOM exceeding 27, 000 kg, for which the first certificate of airworthiness, for that
individual aeroplane, was issued on or after 1 January 2023, shall be equipped with;
(a) an autonomous means of transmitting information, from which its position can be determined at
least once every minute, when in distress.
OTAR.121.710 Survival equipment
The operator shall ensure that:
(a) An aircraft shall carry survival equipment and signalling devices appropriate to the areas to be
overflown.
(b) The decision on the equipment to be carried shall be made with regard to the circumstances of
the flight; and
(c) The equipment carried shall include, as appropriate, the equipment specified in paragraph
121.715 and Appendix B.
OTAR.121.715 Flights over water
The operator shall ensure that:
(a) Liferafts, lifejackets, and signalling devices required by this paragraph shall be installed in
conspicuously identified locations and easily accessible in the event of a ditching.
(b) Each lifejacket or equivalent individual flotation device, required by this paragraph shall:
(1) be equipped with a means of electric illumination for the purpose of facilitating the
location of persons, with the exception of individual flotation devices required under
121.715(d); and
(2) be stowed in a place which is easily accessible from the seat or berth of the person for
whose use it is provided.
(c) An aircraft flying over water beyond gliding distance from land shall be equipped with a lifejacket,
or equivalent individual flotation device, for every person on board.
(d) An aircraft when taking off or landing at an aerodrome where the take-off or approach path is so
disposed over water that in the event of a mishap there would be a likelihood of a ditching, shall
be equipped with a lifejacket or equivalent individual flotation device, for every person on board.
(e) NOT USED
Aeroplanes flying over water –
(f) A single-engine aeroplane, or multi-engine aeroplane that would be unable to maintain level flight
above the minimum flight altitude in the event of an engine failure, if operating over water more
than 30 minutes at cruise speed or 100 NM, whichever is lesser, from land suitable to make an
emergency landing shall be equipped as follows:
(1) a lifejacket, or equivalent individual flotation device, for every person on board
(2) liferafts in sufficient numbers to carry all persons on board, stowed so as to facilitate
their ready use in emergency, provided with such life-saving equipment, including
means of sustaining life, as is appropriate to the flight to be undertaken; and
(3) equipment for making the distress signals described in the Rules of the Air.
(4) buoyancy and rated capacity shall be sufficient to accommodate all occupants of the
aeroplane in the event of a loss of one raft of the largest rated capacity; and
