The Mufti Bill, for instance, grants broad immunity and authority to
muftis, including issuing fatwas and advising the King, without corresponding
mechanisms of accountability. Critics argue that the bill narrows the
interpretation of Islam to only two Sunni schools - Asya’irah and Maturidiyah
- thereby excluding other sects and promoting a rigid orthodoxy. Meanwhile,
RUU355’s potential to increase the jurisdiction of Syariah courts has sparked
debate over its implications for Malaysia’s secular legal system and multi-
religious society. While proponents claim that these laws are strictly internal
to Islam, civil society groups warn of their far-reaching consequences for non-
Muslim citizens, especially in matters such as family law, expression, and public
morality.
