e. GRA shall be dispersed as widely as geographically possible

f. Powers and jurisdiction of GRA would include all powers and function of civil

court

g. All pending disputes arising under the Insurance Act before consumer fora

would be transferred to the GRA for disposal.

h. There will be a clause expressly excluding the jurisdiction of civil courts and

other Tribunal in regard to such matter that form the subject matter of the

jurisdiction of GRA.

i. To encourage alternate dispute resolution by way of mediation are conciliation,

claimant may have the choice to opt for mediation where GRA shall appoint

some conciliators.

j. GRA will exercise all the powers of a civil court

k. GRA would be a multimember body comprising of one judicial member who will

be president and two technical members

l. As regards appointment of technical members to the GRA, consultation with the

Chief Justice of the High Court is not necessary
