                       top approach)

                   11. Less empowerment of youth (used mostly for hard labour), increase in poverty
                   12. Need for policy improvement to empower youth to get decent job and excel academically
                   13. Limited awareness of local people on existing community structures and mandates, tenure of office of their elected
                       representatives
                   14. Ward committee are not well structured; elected councilors are not paid but receive only sitting allowance;
                       councilors/wards are not subvented
