                   4.5    Invitation Procedures

                   4.5.1   Preparing Document Tender
                   Tender document is a document contains all the information required by the contractor
                   to assess the proposed project and subsequently submit a bid. The tender document is

                   a  document  which  for  sale  to  the  tenderer  for  the  study,  completed  and  priced  by
                   tenderer.    It  is  very  important  documents  in  the  tender  stage.  The  function  of  his

                   document is, all tendered know about the project clearly and give to them to fill in the
                   rates.


                   Content of tender document are:
                              Instruction to tenderer

                              Specification
                              Form of tender

                              Letter of Acceptance Form / Letter of Award
                              Condition of tender

                              Condition of contract
                              Bill of Quantities
                              Schedule of Rate

                              Drawings
                              Appendices


                   4.5.2   Tender Advertisement
                   Generally,  all  open  tenders  with  estimated  values  exceeding  RM500,000.00  will  be

                   advertised in selected national newspapers such as Utusan Malaysia, The New Straits
                   Times and The Star; or on e-tender website.  For tender/quotation below RM500,000.00

                   the  notices  will  appear  on  the  notice  boards  of  originating  Divisions/  Subsidiaries.  All
                   tenders  are  advertised  in  at  least  one  local  daily  in  the  Malay  language.  International
                   tenders must be advertised in at least two local dailies i.e one in the Malay language and

                   one in the English language.
                          Procurement opportunities can also be accessed through the procuring agencies’

                   websites,  MyPROCUREMENT  portal  (http://myprocurement.treasury.gov.my)  and
                   MyGovernment portal (www.malaysia.gov.my). Bidders are given a submission period of
