The effects of the pandemic on state funding is still unknown. In May 2020, the state was anticipating
reducing state funding for community colleges by as much as 20% starting in 2020/21. The September
2020 State of Oregon forecast shows the General Fund is in good shape for the current biennium, with
additional revenues available for 2021-23. However, the economic pain of the pandemic has yet to be fully
reflected in Oregon’s revenue data. As of October, we are forecasting a reduction in state funding for
community colleges of 3.5% for the 2021-23 biennium.
Although our district was significantly affected by the wildfires, with a significant loss of homes and
business, property tax income for 2020/21 will not be significantly impacted. The assessed values of these
homes and businesses approximate 1% of our overall tax levy. We do anticipate a slight increase in tax
revenue in the coming years as homes and businesses are replaced.
As we grapple with the challenges brought by COVID-19, we must continue to focus on determining the
optimal balance of revenue, expenditure and program and service levels, so we do not compromise the
quality of our institution.
