Article 3 prohibited President Soekarno from carrying out political ac-
tivities until the general election. Since the enactment of the decree, the
mandate of the MPRS was withdrawn from President Soekarno as well
as all State Government Powers regulated in the 1945 Constitution.

Article 4 stipulated the enactment of MPRS Decree No. XV/MPRS/1966
and appointed General Soeharto, the bearer of MPRS Decree No. IX/
MPRS/1966, as Presidential Official based on Article 8 of the 1945 Con-
stitution until the election of the President by the MPR as a result of the
General Election. Article 5 read that a Presidential Official was subject to
and responsible to the Provisional MPR.
