Brother Francis protested to Brother Vincent about
what he regarded as irregularities. When Brother Vin-
cent did nothing or tacitly approved what was going on,
Brother Francis complained to Bishop Malou who ap-
pointed a Canonical Commission. When the Commis-
sion upheld Brother Francis in several of his complaints,
His Excetlency ordered Brother Vincent to make certain
specified changes. That Bishop Malou did-not_regard
iny of the criticisms emanating from Brother Francis
as serious reflections on Brother Vincent's administra-
tion can be seen from the Promptness with which he on
February 2, !863, confirmCd the re-election of Brother
Vincent for an indefinite period. Brother Vincent was
directed to convoke at the earliest oPPortunity a Gen-
eral Chapter so that an election could be carried out in
conformity with Canon Law.
Early in 1864, Brother Francis was assigned_to St.
Andre, a village three miles from Bruges. Here he was
the Director and through force of circumstances also the
community-cook: every Brother assigned to this country-
house had a full day in either the laundry, the bakeshop,
or the vegetable bins. To Brother Francis, who had to
walk more than a mile to get to Mass, this was another
make-shift replacement for the conveniences sacrificed in
the sale of "Het Walletje."
After two years at St. Andre Brother Francis was re-
called to Bruges. He was sixty-nine' The de Clyncke
house was to him a base of operations. He was quite
h"ppy as he found time to slip out to a second or third
wtiss in some nearby parish church. Quite suddenly he
found a great joy in helping Canon Van Coillie, the
pastor at St. Giles, to popularize the,"Guard of Honor
of ttre Sacred Heart," recently established at Paray le
Monial, France. Brother Francis was tireless as he vis-
ited parish aflter parish in Bruges and in the environs
