Investigations 140 [xref] Write down an investigations plan for all of the suspects:
plan obtaining critical evidence
How can critical evidence be obtained? Prepare lists showing how
evidence you don’t currently have can be obtained
If you can do so without alerting the suspects, secure vital internal
records such as telephone logs and expenses statements
Consider having important evidence forensically examined
Personal computers
Electronic address books etc
Resources and management
What resources are necessary?
Who will direct the investigation? (This should be a senior
line manager not responsible for the operations concerned.
Investigators, lawyers and managers involved in the operations
concerned should not control the investigation)
Consider retaining external advisers, but qualify them carefully
Actions to improve your chances of success
Consider monitoring the suspect’s internal telephone (but make
sure it is legal and ‘proportionate’ to do so)
Analyse telephone call records
Consider searching the suspect’s work area, desks and files
Under legal advice, consider setting traps to catch the suspects in
the act
Planning the first step
Decide when you will take the FIRST STEP that will catch the
criminals by surprise
Determine the order in which suspects and witnesses will be
interviewed
Identify other actions that must take place as part of the FIRST STEP
Legal advice Obtain top-level legal advice on the investigations plan
This is especially important in large-scale investigations
Background Fully research the background of each potential suspect and
witness
Work, personal and other history
Maiden names of his wife and married names of daughters
Covertly inspect his home: look for cash improvements
Check company registration records
Obtain evidence of minor breaches by suspects and witnesses
Expense claims frauds
Misuse of discretion
Other
Arrange this so that it can be presented in interviews
