The integrated development of the LIC and EDF sites has always been a material
consideration which MSDC has refused to acknowledge. It is now integral to the current
application and cannot be ignored. The Committee must be told the truth.
For the avoidance of doubt, the position is as follows
Includes the entrance and
Internal drive of Site 14
Excludes the entrance
As things now stand, the Committee could come to wrong conclusion for which those
involved may be held personally liable.

The Committee would be ill-advised to come to any conclusion on 19 September 2019
under the current circumstances.
I suggest that the applicant agrees to suspend the current application and any appeal of
DM/18/1548: makes a fresh application and:
Discloses its detailed plans for the integrated WH:LIC and WH:EDF sites;
Provides an up to date market survey and extract from the Common Housing

Register
And the related commercial viability assessment on an open book basis
Also, the applicant should be encouraged to comply with paragraph 128 of the National
Planning Policy Framework which states:
128. Design quality should be considered throughout the evolution and assessment
of individual proposals. Early discussion between applicants, the local planning
authority and local community about the design and style of emerging schemes is
important for clarifying expectations and reconciling local and commercial interests.
Applicants should work closely with those affected by their proposals to evolve
designs that take account of the views of the community. Applications that can
demonstrate early, proactive and effective engagement with the community should
be looked on more favourably than those that cannot .
So far, the applicant track record on cooperation and transparency has been less than stellar
(as has MSDC and I urge you to drive a new approach of cooperation and transparency.
