Re: DM/19/1025 – EDF Development
I am writing to you on behalf of the owners of the apartments in Ashbourne Park and in my capacity
as Chairman of the Ashbourne Park Owners’ Association.
Frankly we are surprised to see this new application from Ashgrove Homes Ltd (AHL) so soon after
the rejection of their previous application DM/18/1548 and their withdrawal of the modified version
of that scheme. Clearly this new application was prepared well before the issue of your rejection
letter of 11 March 2019, which possibly explains why so many of the objections you identified in that
letter still apply to the new application. We also note that, as per our communication to you of 22
March, and as was the case with their previous plan DM/18/1548, AHL have once again lodged
proposals with you without first putting their plans on public display and holding a local
consultation. We regard this as typical of this applicant’s high-handed and cynical approach to the
planning process, and we are reassured by your confirmation that you will require them to conduct
such a consultation.

from your letter of 11 March 2019.
In summary we believe that this application should be rejected because, like its predecessor, it is
severely deficient in design terms, in terms of failure to comply with a number of conditions laid
down in the AWNP, and in contradiction of a number of conditions laid down by your own
departments.
1. The new proposals now contain no provision for affordable housing. The requirement for
developments of this size is for affordable units to comprise 30% of the total, rounded up.
This would require 17 affordable units to be included.
