The above plan also envisages a new building on the site of the north car park of the LIC,
immediately adjacent to the Lewes Road. We note that, in the consultation period prior to
the finalisation of the Neighbourhood Plan, this site was offered up for development and
rejected as unsuitable.
Our fear is that, were the EDF site permitted development at the scale envisaged above, this
would be used as a precedent for the subsequent gross over-development of the LIC site,
and we believe that this is the applicant’s intention.
4. Insufficient provision has been made for parking.
“Car parking provision does not comply with Policy 21 of the Neighbourhood Plan, which
requires two spaces to be allocated for each flat………... Ashurst Wood has higher than
average car ownership, as demonstrated in the evidence base for the Neighbourhood Plan.
The Examiner stated that this policy reflects the circumstances found in Ashurst Wood and is
well-designed and locally distinctive. It is essential that all parking is contained within the
site.
The District Councils car parking standards are contained in the Councils Infrastructure SPD
and are expressed as a minimum indicative standard.
The County Council have their own parking demand calculator (PDC). The Highway Authority
has stated that 'the parking allocation is in accordance with the demand from the PDC.
