7. OVERALL CONCLUSIONS & THE PLANNING BALANCE
7.1 The principle of residential development on this site is in accordance with the
Development Plan and this weighs heavily in favour of the appeal scheme. The
scheme would make effective use of previously developed land and development of
the site with this number of units is an important component of the Council’s housing
supply requirement.
7.2 The evidence demonstrates that the appeal proposal complies with Policy DP31 of the
District Plan in relation to the provision of affordable housing.
7.3 The scheme is of a high quality of design and would not give rise to any materially
harmful impacts in relation to Policy ASW9 of the Neighbourhood Plan.
7.4 The evidence is that there is no objection on car parking grounds that is raised by the
Highway Authority and there is no evidence that the scheme would give rise to severe
impacts on the highway network or on highway safety.
7.5 The appellant is intending to deliver a planning obligation that will provide
contributions to mitigate the impact of the appeal proposal on the Ashdown Forest
Special Protection Area and thus comply with Policy DP17 of the District Plan. The
obligation will also address the requirement for infrastructure contributions and this is
also in compliance with Policy DP20.
7.6 My conclusion overall, therefore, is that the appeal proposal would be in accordance
with the policies of the Development Plan when read as a whole.
