8.7 Perceived overdevelopment aside, the highways consultants, Motion, have
demonstrated during the application and in their appeal evidence that there is
sufficient parking provided for a scheme of small 1 and 2 bedroom flats based
upon the WSCC Residential Parking Demand Calculator and the most recent
car ownership trends in the area. WSCC Highways have raised no objection to
the level of parking provided, even after updating their own parking calculator
to remove type of dwelling as a factor, i.e. a difference between car demand
for flats and houses.
8.8 The Wealden House (EDF Site) has an allocation for ‘50+’ dwellings in the
Ashurst Wood Neighbourhood Plan, which is required to deliver much of the
in-demand smaller units in the locality due to the limited other sites available
for residential development. The applicant has consequently put forward a
scheme of 54 small 1 and 2 bedroom flats which address this need. The
scheme design has been thoroughly examined with Council officers and the
MSDC Design Review Panel and amended to agree layout, density, height,
scale, massing, appearance, amenity, landscape, and open space. The site
cannot therefore be said to be lacking in terms of design or overdeveloped. In
conclusion, the solution presented is a unique opportunity to deliver on much
needed housing on an allocated site with a high quality design solution.
