6.6 During December 2018 further comments and sketches were exchanged
(Appendix N) concerning both layout and elevations. These covered the
alignment of the blocks around the spine, the enlargement of the central
public open space and the reconfiguration of the block adjacent The Barn to
reduce any perceived impact which was also accompanied by a
daylight/sunlight assessment. Detailed discussions continued regarding
elevational detailing.
6.7 A further set of drawings was issued in the New Year and discussions

continued via email (Appendix P), resulting in a 22 January email from SK
confirming Will Dorman’s comments on the layout as ‘overall this is much
improved and most of the previous issues have been addressed.’ WD’s only
outstanding comments related to details on the elevational treatment.
6.8 On 1 February 2019, SK wrote confirming, ‘I think that the plans that we have

seen with the amended layout and reduction in the number of units represent a
significant improvement on the originally submitted scheme. In terms of the
design and layout I think that we would be able to look more positively at this
proposal’ (Appendix Q).
6.9 However, due to the applicant’s contractual arrangements and the lack of firm
support on other matters from officers, the application was not formally
amended to reflect the design and layout agreed and instead the original 71
unit scheme was determined with a refusal on 11 March 2019.
Further Negotiations on Design during Second Application
6.10 The previously agreed form of layout and design was formally submitted as a
second application on 13th March 2019 and was now accompanied by a
daylight/sunlight assessment and viability assessment.
6.11 We were again invited to present to the MSDC Design Review Panel in June
2019. The DRP presentation was very well received which is evident in the
Panel Notes (Appendix R). The Panel agreed the scheme is a ‘significant
improvement upon the previous proposal,’ and in their overall assessment,
‘support the scheme subject to changes that address the above issues,’ which
included minor amendments to the detailing and materials of the buildings,
further softening of the hardstanding areas and consideration of the form of
the proposed block nearest The Barn.
6.12 Following the DRP response we engaged with Will Dorman to agree the
further amendments to the materials and landscaping (Appendix S). These
were set out in our email dated 5 July 2019, the main change being the
alterations to the front two blocks nearest The Barn.
