Overview
W.T. Rich was just hired to manage the construction of a middle school addition to the existing Excel Academy High School.
Excel Academy Charter School/Bremen Middle School will consist of a new 3-story, 19,500 SF building adjacent to the
existing high school at 401 Bremen Street. The interior space will include student classrooms, a community circle gathering
space, breakout rooms, administrative offices, a daycare space for the children of faculty and staff, as well as other educational
spaces. A portion of the first floor will be elevated to allow for parking below. The exterior work will consist of a new parking
lot with a circular loop; new water, gas and sewer services; storm water management systems; regrading; and landscaping. A
majority of this construction will be taking place while the adjacent Excel Academy High School is in session. W.T. Rich
will keep in constant communication with the school to make sure all of their safety concerns are being met and maintained
throughout the duration of the project. Along with safety, it is important to W.T. Rich that we minimize impact to school
activities to the best of our ability. We will create a traffic mitigation plan as well as an access and egress plan that we will review
with school officials. We are prepared to alter these plans at any time based on the school’s needs and activities.
Highlights and Challenges
Some of the project’s highlights and challenges will include:
• Obtaining Early Package documents and permits to perform early construction work. With just twelve months to
complete the Excel Academy/Bremen Middle School, it is imperative that W.T. Rich meets with Studio G Archi-
tects to assist in creating Early Bid Packages including site work, RAPs, foundations and steel. Creating these early
packages will allow us to get a jump start on construction while Studio G is finalizing their construction documents.
W.T. Rich will utilize the same construction process from the high school and follow directly behind the installation
of the rammed aggregate piers, working from back to front with foundation, footings and steel.
• Coordination and communication with the school will be critical to the success of Excel Academy/Bremen Middle
School. The neighboring Excel Academy High School will be fully occupied for roughly 95% of the project. We
will be coordinating our deliveries and certain milestones around the school’s activities including drop-off, pick-up
and testing periods. We will also be creating blackout periods during the students’ arrival and departure times when
deliveries will not be allowed on or off site during the selected time frames to ensure the students’ safety.
• Because the Excel Bremen Middle School is located in close proximity to Logan Airport as well as a railway, W.T.
Rich will be working closely with the FAA, MASSDOT and STV|DPH to obtain all necessary permits needed to
move forward with the construction process. W.T. Rich will also maintain contact with Logan Airport’s tower regu-
larly throughout steel erection for any updates to the construction sequence or schedule.
• Given the highly confined, urban nature of the site, there are limited options for accessing the site, and very little
space for movement around the site. Entering the site off of Bremen Street is the most logical solution. W.T. Rich
has developed what we believe to be a safe and economical approach that involves primary construction access at the
northwest corner of the project site. In addition, W.T. Rich will develop in conjunction with Excel Academy and the
City of Boston defined trucking routes.
Results
This preliminary site logistics and mitigation plan is intended to serve only as a starting point for this important matter. Through
a collaborative effort amongst the project team and key stakeholders, we will develop the optimal logistical approach for Excel
Academy, the City and the community as a whole. W.T. Rich Company has conducted dozens of projects with very similar
constraints and challenges. We have every confidence that we can define and implement a site logistical approach that is safe,
minimizes disruption to the neighborhood, and is cost-effective.
