Proposal for Program Management Services
KDC is honored to offer our services to Bell. We understand that after 85 years of growth, Bell
continues to redefine what flight is. Bell anticipates significant growth in both the character of flight
products and the demand for capacity and output. To stay ahead of this growth, Bell is seeking a
Campus Development Strategy. The strategy must anticipate future needs for people and
production but must be shaped for flexibility to adapt as Bell’s products and business demands
change over time.
KDC will bring our experience and knowledge of best practices to lead the creation of a Campus
Development Strategy. That strategy will provide a clear path to Bell’s future facility needs.
Working closely with the Bell leadership team and with project representatives from JLL, we will
manage the work of the planning team. Our leadership will guide the team in formulating a strategy
for facility growth that is responsive to physical demands, business timing, and financial reality.
KDC SERVICES
Team Leadership – KDC, working closely with JLL and Bell, will lead the planning team:
• Corgan, with broad experience in planning, aviation, and facility creation, will provide the
core of the design expertise, including programming, concept development, and master
planning.
• Other team members may be identified during the planning process. These could include
Civil Engineering, Mechanical Electrical Engineering, Landscape Architect, Traffic
Engineering, Geotechnical and Environmental Investigations, and other experts who may
contribute to the planning effort.
• Additionally, subject matter experts within the Bell organization will be identified and their
input incorporated in the overall growth strategy.
Concept Generation – with KDC leadership, the planning team will create solutions for a
comprehensive development strategy.
• Site due diligence efforts will assemble existing data and seek new information to establish
an understanding of conditions and limitations at the Bell campus.
• Working in collaborative sessions with Bell and JLL, the team will first document facility
needs, then generate planning solutions to satisfy near-term requirements and long-term
aspirations.
• Components of planning options will be examined so that Rough Order of Magnitude
(ROMs) can be estimated using KDC’s construction market resources and historical project
data.
• Planning options will be structured and ranked to establish good, better, and best
outcomes, respective of timing and costs.
• KDC will create schedules that outline the sequencing necessary to implement each
scheme with precedents establishing pathways to subsequent actions.
