163. Ishvara (the Consciousness in the bliss-sheath,) residing in all sheaths starting from the

intellectual sheath, abiding inside, elsewhere, and also in creation, activates and controls all their

functions; therefore, it gets the title of Inner Controller.

164. Shruti declares that Ishvara abides inside the intellect but is not seen by the intellect. He has the

intellect as His body (instrument) and He controls the intellect from within.

165. Just as the thread pervades a cloth and constitutes its material cause, so also this (Inner

Controller) pervades the whole universe and constitutes the material cause of all.
