Fact Finding Research of the COVID-19 Plandemic
I. One Current Example of a Cease and Desist in Colorado
The following is one current example of several, and growing, reported by the media. This single story is
representative of all Coloradoans and businesses. As of the week of 05/04/2020 over 420,000
Coloradoans filed for unemployment benefits – including business proprietors from 04/20/2020.
Consumer goods – livestock, dairy products, and other perishable items – are being destroyed due to
inability to sell or otherwise distribute – left to mass slaughter or dumping. By report the week of
05/04/2020, 20% of restaurants are permanently closed; other businesses closed to never re-open.
In the case of ‘Waters Edge Wintery & Bistro’ in Centennial
(www.thedenverchannel.com/news/coronavirus/centennial-bistro-ordered-to-close-after-repeatedly-

defying-public-health-order) , under the jurisdiction of the Tri-County Health Department, Executive
Director John M. Douglas, Jr. MD, is quoted, "We regret having to take this step at a time that we are
proactively working with businesses across our three counties to help them open up safely under the
Governors Public Health orders. However, the choice of one business not to comply with rules by which
others are abiding is unfair to the rest of the community and the sacrifices that so many are making to
keep transmission of COVID-19 under control while we are taking steps to cautiously re-open our
businesses. We sincerely hope that Water’s Edge will choose to cooperate with the rules under which
they are allowed to operate so we can lift this closure order.”
The noted emphasis is the purpose and request of this Amicus Letter, to accurately summarize Dr.
Douglas, “We are proactively working with businesses to help them open up safely, we are taking steps
to cautiously re-open our businesses with the rules under which they are allowed to operate.” He does
note the only purpose of the issued Cease and Desist is for non-compliance with an approved opening
date. By published reports, there are no other violations.
On 04/13/2020, Governor Polis stated, “Wherever there is one [an outbreak], then what will happen is
instead of the entire economy, the entire state quarantining, the folks associated with that outbreak will
be tested and quarantined. So it’s that targeted approach that rather than cause this uh, massive
economic, uh, devastation across everybody and prevent people from earning a livelihood, there would

as there was no other media report of this statement (at about 37:30 in the video at

colorado) . In stating this, he also announced this would be the manner in which each phase of the
transition to re-open Colorado would be handled.
II. What are the CDPHE Requirements to Open?
Effective 04/30/2020 the CDPHE posted guidance to re-open businesses at

bureaucratic creation when simplicity will do. There are two types of businesses: 1) field services; and 2)
brick-and-mortar business. There are service industries, such as restaurants, which conceivably have
