                         • Pros – Has a large target market (4.8 million ELL students in the US), growth
                             opportunities within Puerto Rico, easy conversion from English to Spanish,

                             market is underserved in the online industry

                         • Cons – DEAC obstruction, low-income market (needs tuition assistance), is a

                             new market product, must develop highly specialized classes (ESOL)

                         • Timetable – Launch program on January 1 *DEAC must approve*


                         • Resources – Translation Copier, Spanish translators, Program Director,
                             Bilingual teachers, bilingual advisors, dedicated website


                         • Variations – Global Citizens HS: a school that will service many different

                             languages, we will then be able to have websites for each country.  Also the
                             development of a charter school for online students in Puerto Rico
