support of these organizations as well, including: Culvert assessments at Gravelly Brook
(Willowdale Forest); Larkin Dam Removal, Willowdale/Ipswich River Fish Ladder
Improvement Project; Middelton Dam Removal; EBSCO Dam Removal; TU Nor’East
Conservation Committee meetings; and IRWA Board Meetings.
COMMITTEE ACTIVITIES FOR 2016
The Committee anticipates its engagement in the following matters during 2016, always subject
to new matters or needs that may be brought to our attention:
Middleton Road Culvert Replacement – We will continue our support of applications,
permitting and advocacy for this project. We will participate in completing a response to the
DEP concerning questions raised about this Project and assist the DPW in its preparation of bid
documents and a project management plan, Town warrant and Town Meeting in support of the
approval of this Project. In addition we will address questions, if any, raised by FEMA or
MEMA on the grant application, as the success and completion of this Project is largely
dependent upon approval of grant funding.
Four Mile Pond – To the extent requested by the abutters, we will continue to support their
effort to adopt a formal Pond Management Plan and to pursue grant application information for
enhancement of the Pond.
Holmes Pond – We will study the engineers quote for completion of the Pond Study and
consider whether to approach the CPC for funding. We will also be exploring grants and other
forms of assistance to deal with invasive species at Holmes Pond.
Ponds of Boxford – With the completion of historical and public information research, written
descriptions and photographs of the 15 major ponds in Boxford, we will proceed on to
consolidating this information into a bound booklet. It is intended that the booklet be available
for public use (and perhaps purchase) with a copies placed in the Town’s historical records.
LP&SC Website – We will continue to expand our use of the website, providing updates and
details of pending projects and public education information.
LAND COMMITTEE
The Land Committee consists of five members: one from the Conservation Commission, one
from the Planning Board, one from the Finance Committee, and two Members at Large. Our
charge is to categorize and prioritize parcels of land for open space, conservation, active
recreation, and municipal needs, and to assist the Selectmen in matters involving acquisition of
land, easements and other real property interests.
During early 2016, the Land Committee efforts were focused on the Leonhard Parcel on the
North Andover/Boxford town line on Ipswich Road. The Leonhard brothers decided to remove
