PERMANENT BUILDING COMMITTEE
                                              ANNUAL REPORT FOR 2015


                The Boxford Permanent Building Committee (“PBC”) is responsible for the management of all
                   Boxford municipal buildings, including school buildings.  This responsibility includes the
                oversight and supervision of the planning, design, construction, reconstruction, major alteration,
                renovation, enlargement, major maintenance, demotion, and removal of all Town buildings and
                   recreation structures and playing fields and courts, including any significant renovation or
                    upgrade of service equipment and major systems. The Permanent Building Committee is
                comprised of five regular voting members. Two temporary members are added to the Committee
                  for any municipal project involving construction or major maintenance.  The two temporary
                 members are the representatives of the town board or committee sponsoring or requesting the
                                                     municipal project.

                  During 2015, the Permanent Building Committee spent significant time and effort on several
                 major projects that included the development of the town owned land off Spofford Road in the
                         center of town, Aaron Wood project, water leak in Town Hall, and the Haynes
                                              Fields/recreational fields project.

                  The PBC worked closely with its consultant, Weston & Sampson, to complete Phase 2 of the
                 feasibility study of the town owned site off Spofford Road.  Phase 2 consisted of plans for the
                 drilling of a test well for the water that would supply the new facilities to be developed on the
                 site as well as the other town owned facilities in the center of town if the yield of the well was
                sufficient.  The PBC had got preliminary sign-off from the Conservation Commission to traverse
                 the wetlands to access the drill site and from the MA Department of Environment Protection to
                 drill the test well for water from the site.  The PBC had also worked closely with the Spofford
                 Pond School Administration, Boxford School Committee, Police Department, Planning Board,
                  Board of Health and Board of Selectmen on the location and design of the access road to the
                central site.  The access road designed also provided a solution to improve the traffic flow when
                  buses and parents arrive and depart to drop off and pick up students from the Spofford Pond
                   School.  The PBC sponsored a warrant article in May 2015 for funding to proceed with the
                          drilling of the test well.  The town voted to pass over on voting that article.

                The Committee also worked closely with the Tri-Town School Administration and the architect,
                Gienappe Design on the interior and exterior improvements to the Aaron Wood Building which
                   houses the Tri-Town School Administration offices.  The PBC met every other week for 5
                 months to provide the appropriate oversight of the $942,000 project that Northern Contracting
                                          substantially completed in the Fall, 2016.

                The PBC also focused on addressing the water leaks identified at Town Hall.  Working with the
                  DPW Superintendent and Gienappe Designs which the town hired to perform a preliminary
                     assessment of the problem, the PBC learned that there were many causes for the water
                infiltration leading to leaks. The areas in the building where the water is infiltrating are primarily
                 at the four gable ends at the East and West wings of the building (two on front and two on the
                  rear) and at specific areas at the ground floor.  As an initial measure, the PBC authorized the
