                                              ANNUAL REPORT FOR 2015



               Approvals Not Required
               The ANR process allows for all lots with sufficient frontage on existing roads and which meet
               other conditions under the  Zoning  Bylaws to be approved without having to  go through the
               subdivision approval process.

               The Board reviewed three applications under the process of “Approval Not Required” (ANR).
               One of these was withdrawn by the applicant after an inconsistency with the Zoning Bylaw was
               identified. The other applications were approved.

               Subdivision Activity
               Construction work continued on the Weathered Walls  Subdivision (Sagamore  Lane) and
               Pineridge Subdivision (Deer Run Road) throughout 2015. There were no new subdivision
               applications received in 2015.

               The Board voted to return the remaining funds held as surety for the construction of the
               Meadowood subdivision to the developer.

               Zoning Board of Appeals
               The Town’s  Zoning Bylaw requires that the Planning  Board make a recommendation to the
               Zoning Board of Appeals (ZBA) for each appeal, application, or petition that comes before them.
               The Planning Board appointed Pat Canonica to act as a liaison between the Planning Board and
               the ZBA.  In this capacity, Mr. Canonica attends ZBA hearings and facilitates communication
               between the ZBA and the Planning Board.

               The Planning Board reviewed a total of eighteen ZBA cases in 2015. A favorable
               recommendation was issued in all but one case.  A recommendation of denial was issued in the
               case of a proposed  cell  tower on Mortimer Road due to a failure of the applicant to present
               adequate evidence of hardship.

               A ZBA Special Permit application for garage space in excess of three vehicles was withdrawn
               from further Planning  Board review by the  applicant. The  ZBA subsequently  approved this
               application notwithstanding the absence of a Planning Board recommendation.

               The remaining  ZBA  cases included  a Variance  for a  ground mounted solar array, a Special
               Permit for a ground mounted solar array, six separate special permit requests for garage space in
