excess of three vehicles, five separate special permit requests for accessory apartments, two
common driveway special permit requests, and one special permit request for the construction of
an ATM bank machine.
Official/Open Space Recommendations to the Board of Selectmen
The Town’s Zoning Bylaw requires that any project requiring a Building Permit within an
Official or Open Space District obtain a recommendation from the Planning Board directed to
the Board of Selectmen.
The Planning Board reviewed one project requiring an “O” District recommendation, namely the
proposed solar array on the town landfill. A favorable recommendation was issued.
Driveway Permits
In 2008 a new Bylaw was adopted to regulate the installation, construction and relocation of
driveways. Normal maintenance, repair and repaving are exempt from the Bylaw.
In 2015 five driveway applications were reviewed by the Planning Board. A favorable
recommendation was issued in all cases.
Other Activities
The Board held one Scenic Road Act hearing for the removal numerous trees on Rowley Road,
Ipswich Road and Mill Road. Approval was eventually granted for the removal of trees on
Ipswich Road and Mill Road, but denied for the removal of trees on Rowley Road.
Beginning in April the Board began meeting twice a month to respond to the Board of
Selectmen’s request for recommendations on a Municipal Facilities Master Plan. The Board
eventually hired The Cecil Group as consultants to assist in preparing the plan. This effort is
ongoing into 2016.
