replacement of the louvers and their waterproofing assembly to the associated ductwork at the gables
which has stopped the water infiltration at these locations. A more comprehensive assessment will be
required to determine the full scope of the water infiltration problem and the associated costs. In the
meantime, other corrective measures are being explored.
The Permanent Building Committee was also very involved in the development of the budget for
the Haynes Recreational Fields project. Bids for developing the athletic/recreational fields had
been received by the town. The PBC worked with the Haynes Land Committee to develop the
project budget for the 3 possible options (build 2 multi-use fields: one synthetic and one turf; or
build 2 multi-use fields: one synthetic and one turf, and one baseball field; or build 2 multi-use
grass fields). The final project included cost estimates for construction costs, 5.5% contingency,
debt acquisition costs, designer construction oversight, outside environmental monitor, site
testing, and independent engineering oversight).
This year, the Permanent Building Committee welcomed one new member, Scott Novack, a
principal of Dwyer and Novack Construction.

The Permanent Building Committee meets at least once a month on the 3 Thursday of each
month starting at 7:30 pm at the Police Station. We encourage and welcome our town residents
and guests to attend and share their thoughts and views about our municipal buildings.
