                           The  Rules  adopted  and  prescribed  in  this  Book  are  in  pursuant  to  the  provisions  of  the
                    Administrative Code of 1987 which was made effective on Nov. 23, 1989 and Resolution No. 1613
                    dated Dec. 27, 1991.
                           To carry out the provisions of said Code and other pertinent civil service laws, the Rules on
