Air traffic controllers are further classified into Aerodrome, Approach and Area control.
       Area Control - FIR Boundary
Approach Control - Terminal Control Area
Aerodrome Control - Control Zone
Aerodrome controllers are in charge of the control zone. They are located at the terminal control tower because they use visual observation to oversee aircraft operations. This means that they rely on their eyes to do most of their work!
There is no need for air and ground radar except when there is low visibility like haze.
