End-Term Evaluation of the Scaling up Adaptation in Zimbabwe through
                    Strengthening Integrated Planning Systems Project: Environmental Management
                    Agency (EMA)

                    The Environmental Management Agency (EMA) seeks the services of a qualified
                    individual consultant to conduct an End-Term Evaluation of the Scaling up Adaptation in
                    Zimbabwe through Strengthening Integrated Planning Systems Project implemented by
                    EMA in partnership with the Ministry of Lands, Agriculture, Water, Climate and Rural
                    Resettlement with technical and financial support from UNDP. The consultant should
                    have proven sound experience in experience in capacity assessments and capacity
                    building related tasks, project midterm and end term evaluations with use of the logical
                    framework approach and other strategic planning approaches, M&E methods and
                    approaches (including quantitative, qualitative and participatory), information analysis
                    and report writing.

                    The specific purpose
                    The End term evaluation shall assess the relevance, effectiveness, efficiency, achieved
                    results and the expected long term impacts, sustainability and potential for scale up,
                    lessons learnt and good practices of the project at country level and in the 3 pilot
                    districts of Buhera, Chiredzi and Chimanimani. The evaluation shall also provide
                    recommendations for future programming.

                    To apply
                    Interested and qualified consultants who meet the above specifications should submit
                    an inception report based on the terms of references (ToRs), detailing how the task will
                    be implemented and why, showing how each evaluation question will be answered by
                    the proposed methodologies; proposed sources of data; data collection procedures. It
                    should also include a proposed work plan including costs (schedule of tasks, activities
                    and deliverables) clearly stating person responsible for each task or product if
                    applicable. The interested consultant should also attach their CV with detailed schedule
                    of relevant experience with traceable and contactable referees for each assignment,
                    and links to websites where sample work can be retrieved or hard copy samples of
                    materials produced from evaluations.
