Primary Responsibilities
Provide technical input into the design and implementation of the organizational M & E
System, working closely with program staff; Provide progress updates on all projects
monthly to management and on request to key stakeholders; Monitors the
implementation of MEL plans and supports project officers to be compliant with the
requirements; Makes operational decisions that relate to MEL and manages the various
components of the organisation dealing with MEL; Participates in programme/project
design ensuring that objectives are SMART using Results Based Management;
Develops the Project Management Plan setting out specific quantifiable and qualitative
performance indicators and targets for overall objectives and outputs and establishing
monitoring systems to measure project progress; Leads the development and
review/updates of data collection tools and processes according to the needs of each
project; Compiles and captures clean data into a proper data management system (M
and E system) and analyses the data to ensure quality and accuracy of data using
appropriate software packages E.g. NVivo, Excel, Stata, SPSS etc; Develop appropriate
documentation and reporting formats and templates that suit specific needs of internal
and external stakeholders; Package M&E data using fact sheets, stories of change,
pamphlets, testimonials, documentaries etc and promote use of such data by others,
especially project officers and management to make recommendations for improvement
to programmes components throughout the implementation of organizational strategic
plan; Promote systematic sharing of lessons, successes and obstacle aversion among
the project officers including contributing to the organizational communities of practice;
Develop and share with management and program staff an annual programmes
monitoring plan for the year based on the master M&E plan for the organizational
strategic plan; Assesses and advises senior management of technical contractual
compliance issues related to M and E; Ensuring compliance with project
partners/donors reporting templates and timelines; Provide regular updates on
information gathering process and prepare appropriate monthly, quarterly and annual
reports on results contributing to overall program objectives, outputs and outcomes;
Utilizes critical inputs, feedback, and assessments from evaluation partners to inform
changes in program approaches and scale-up; In collaboration with the Media and
Communications Officer, develop Most Significant Change / Impact Stories on a
quarterly basis
Required Skills & Qualifications
A degree in social sciences, development studies, economics, evaluation research
and statistics; At least 5 years of experience in designing, managing and implementing
results-based M&E activities and systems; Experience in developing and understanding
MEAL systems from project to programme level and implementing a MEL agenda;
Experience in analysing quantitative and qualitative data; Experience in working with
various multi-lateral donors (both international and local); Experience in working in an
MEL role in an extractives, natural resource governance, organizational capacity
development, organizational growth and performance improvement added advantage;
