建請中央修正動物保護法提高棄養罰則研商會議
MEETING TO REQUEST TAIWAN GOVERNMENT TO MAKE LEGISLATION AMENDMENT TO INCREASE AMOUNT OF FINES FOR UNLAWFUL ABANDONMENT OF ANIMALS
為因應零撲殺政策，針對於流浪犬隻源頭控管， 如何有效杜絕犬隻棄養行為就顯得至關重要，T- SPCA參與台北市動保處於3/17召開建請中央修正 動物保護法提高棄養罰則研商會議，會中TSPCA 與台北市動保處共同探討國外棄養法規，並且提 供多種常見棄養案例供台北市動保處參考，法規 部分未來將研擬提高棄養罰鍰至6 萬元，若有遇 到不繳罰款的情況，主管機關將可強制扣押對方 的不動產，將有效提高執法能量，TSPCA對於此 項草案表示支持與肯定。
Because of Taiwan’s zero euthanasia policy, it becomes increasingly important to shift emphasis to the popula- tion control of street animals, and one major question is how to effectively reduce abandonment of pets. TSP- CA participated in a meeting with the Taipei City Animal Protection Of ce on 3/14 to discuss the possibility of increasing nes in order to deter unlawful abandonment of animals. During the meeting, a number of topics were discussed including, laws and regulations for unlawful abandonment in other countries, case study re- views, and the possible increase of nes to 60K NT (in case of refusal of payment, the authority will be able to forcibly seize the owner’s other assets). TSPCA gives our support for this draft legislature.
