食藥署預告訂定
化粧品或化粧品成分動物試驗申請辦法草案
THE FOOD AND DRUG ADMINISTRATION HAS PREPARED A DRAFT APPLICATION FOR ANIMAL TESTS FOR COSMETICS OR COSMETIC INGREDIENTS

為因應108年11月實施之化粧品衛生管理條例第二十 三條之二第一項，在該成分被廣泛使用，且其功能 無法以其他成分替代或具評估資料顯示有損害人體 健康之虞，以上兩種需進行動物試驗之情況，食藥 署預告訂定「化粧品或化粧品成分動物試驗申請辦 法」草案，針對此項草案TSPCA 與HSI合作並參考 歐盟作法研擬具體建議，並提供給食藥署以補充公 告內容之不足，針對動物實驗的必要性以及是否沒 有替代方案的可能都希望能夠詳加敘述，TSPCA呼 籲大眾一起重視實驗動物的福利，選購擁有國際零 動物實驗標章的傷品，讓美麗永遠遠離殘酷。 零殘酷品牌:https://goo.gl/wPTuyh
In order to comply with the provisions of Article 23-2 section 1 of the Statute for the Control of Cosmetic Hygiene, which is due to be implemented in November 2019, the FDA has prepared a draft application for any companies that wish to conduct animal testing. Ingredients that are widely used and whose func- tion cannot be replaced by other ingredients or ingredients that has assessment data showing the risks to human health, may be tested on animals but companies must apply and submit the “Animal Testing for Cosmetic Ingredients Application”. In response to this draft, TSPCA and HSI and gave specific recom- mendations to the FDA with reference to EU practices. Please only purchase products that are cruelty free; products certified to be free from animal testing.
