立法院三讀通過動物保護法修正案
AMENDMENTS TO THE ANIMAL PROTECTION ACT PASSES THE THIRD READING AT THE LEGISLATIVE YUAN
立法院於4/11三讀通過動保法的部分條文修正，修正條文涉及以下: 1.提高動保法中對於違法行為處罰的最高刑度。 2.飼主不得再用汽、機車牽引動物。
3.增加處罰食用狗肉、貓肉 (或含有其成分的食品) 的行為。 4.未申報免絕育、或未申報繁殖需求，可以不經勸導逕行處罰。 5.因不具合法理由而宰殺動物所受的處罰，由行政罰提升為刑罰。
此次修正案讓動物保護法更趨完整，TSPCA肯定王育敏、高志鵬、邱志偉等委員們的努力，也期望未來 的立法與修法都能夠全面保障動物們應有的福利與保護.

The Legislative Yuan amended the animal protection act on 4/11.
The amendments included the following:
1. Increased penalties.
2. Illegal for animal owners to use moving vehicles inlcuding cars,
motorcycles to lead animals.
3. A ban for the act of eating dog meat or cat meat (or food products containing
dog/cat meat as ingredients).
4. Of cers may issue nes without giving a compliance notice if an owner has
not neutered his dog or has not applied for an exemption.
5. The penalties for slaughtering animals for unlawful reasons increased from
administrative penalties to criminal penalties.
These amendments will no doubt help with animal protection efforts in Tai- wan, TSPCA would like to thank law makers Wang Yu-min, Gao Jyh-Peng, Chiu Chih-Wei and other legislators for their efforts, but also hope that future legislation and law amendments can go towards a more comprehensive pro- tection of animal welfare.
