臺中市領養動物後動物下落不明

TAICHUNG CATS GO MISSING AFTER ADOPTION
2月底，調查部門接獲民眾轉貼臉書社團之貼文連結，得知有一臺中市太平區宮廟婦人，領養十餘隻犬 貓，但皆下落不明，且貓咪疑似遭虐殺。在經過Taiwan SPCA與臺中市動保處的調查，始終未能如期 地掌握飼主虐殺的證據。但依據熱心民眾提供的資訊，證實飼主曾將不止一隻的犬隻遺棄在外。被棄 養的犬隻被熱心民眾牽至動物醫院掃描晶片後，皆顯示為該婦人所有。中市動保處與該婦人訪談後， 婦人亦坦承曾棄養犬隻。對此，動保處已依法處罰鍰。另外，依據《動物保護法》第33-1條，該婦人 也被列入了黑名單，不得再飼養犬隻、或於收容所領養動物。
在虐待動物案件的蒐證上，時常因無直接的證據而無法真正處罰到飼主。也因為難以證明行為人的罪 行，主管機關處理這類案件時，必須長期追蹤，軟硬兼施，與行為人溝通、協商，以獲得更多資訊， 並讓動物得到最好的照料。Taiwan SPCA呼籲，任何人不得騷擾、虐待或傷害動物，面對虐待動物案 件，人們應該主動通報，將行為人、案件地點、事發經過與相關證據提供給主管機關或調查部門。 另外，無論是領養或轉讓犬隻，亦應依法進行寵物登記，使動物受到保障。
At the end of February, we received a report regarding a woman who had adopted more than 10 cats, all of which had gone missing and are suspected to have been illegally killed. After a joint investigation with the Ta- ichung City Animal Protection Of ce, we were unable to acquire suf cient evidence to charge the woman with the suspected killings, however we found that she had previously illegally abandoned a dog. APO then issued her a ne for the act and added her name to their adoption blacklist for the shelter.
Often times when there is a lack of evidence, it is hard to prove that the person in question has committed any offense. Therefore, many cases require long-term follow up involving educating and communicating with the owner. If you see suspected animal abuse, remember to try to collect photo or video evidence and provide them
to the relevant authorities in your city.
