TSPCA與高雄市動保處開會
MEETING WITH KAOHSIUNG CITY ANIMAL PROTECTION OFFICE
台灣防止虐待動物協會會址位於台北市，許多南部縣市的虐待案件在協會無法即刻到達現場處理的狀況 下，調查部門會與各縣市的動物保護主管機關合作，以利能在最短時間幫助到動物。但是由於各縣市的 民情與觀念有所差異，加上各地方主管機關在人手不足的情況下，也造成許多動檢員的動物福利標準不 一，而且在近年民間與政府機關衝突不斷之下，也造成協會與主管機關之間信任不足，以致許多案件無 法順利進行或是有所誤會。為了解決這些問題，TSPCA 在今年三月南下與高雄市動保處開會，針對特 殊案件、動物福利標準、常見動保案件法律相關疑問以及展演動物案件等問題，與該處長官及基層動檢 員一起討論交換意見，除了希望能了解並協助解決高雄市動保處所遇到的問題外，也希望未來能有更多 公私合作的空間與機會，以增進高雄市的動物福祉。感謝高雄市動保處處長、副處長及動保組各員撥空 參與此次會議，會議中動保處與協會彼此交換各自遇到的困難與解決方式，激盪出許多火花及想法，也取 得了一些共識，為高雄市動保公私合作踏出小小的一步。協會調查部門是目前可說是唯一在專門處理動保 案件調查的民間組織，因此也明白主管機關除了須面對人力、資源皆不足，且法令尚有許多疏漏下，要處 理許多案件是有所難度的，但也期勉主管機關人員能謹記初衷，以保護動物的立場出發，為受不當對待的 動物發聲，讓各地的動物都能得到應有的保護。
TSPCA is located in Taipei City but many of our reported cases come from other cities and counties across Taiwan. Therefore, we are not able to be on site immediately during emergency situations, so TSPCA works closely with local animal protection of ces for cruelty cases. To improve our partnership, TSPCA met with staff from the Kaohsiung City Animal Protection Office and talked about animal welfare, current legislation, and some cases we were working on together. We hope to understand the problems and assist the government in such situations. Thank you to the Kaohsiung City Animal Protection Of ce for setting up the meeting. Both parties realize that it is always better when government and NGOs work together. TSPCA is the only NGO in Taiwan investigating animal cruelty on a large scale, so we understand how it is dif cult to do this type of work without enough manpower or proper legislation.
