4/20與新北市動保處商討免絕育與繁殖需求申報 MEETING WITH NEW TAIPEI CITY ANIMAL PROTECTION OFFICE
調查部門日前與台灣懷生相信動物協會、關懷生命協會以及台灣之心愛護動物協會共同研究 TNVR 以 及《動物保護法》的執法困境，商討動保法第二十二條第三項執法不利的現象，順利地在會議中研擬出 相關建議。調查部門與新北市動保處聯繫後，動保處於 4 月 20 日舉行了一場會同各動保團體之會議。
會議中，新北市動保處陳淵泉陳處長承諾將舉行內部檢討，針對 Taiwan SPCA、台灣懷生相信動物協會、 關懷生命協會以及台灣之心愛護動物協會提出之建議做出改善，並於一個月後再次邀請各動保團體至動 保處討論免絕育與繁殖需求申報之計畫。
依據動保法規定，特定寵物業者以外之飼主，應為寵物絕育，如有免絕育或是繁殖需求，亦應向主管機 關申報。台灣社會的流浪動物數量居高不下，除了仰賴各地方愛心人士與相關團體協助絕育流浪動物之 外，以放養之方式飼養犬貓的飼主也是該積極管制之對象。Taiwan SPCA 呼籲，絕育除了能避免流浪動 物數量增加，也可以避免動物罹患相關疾病，公部門應積極與地方團體協力面對。

During the meeting, Director of the APO agreed to improve the application process so that it is harder for people to apply to not sterilize their own dogs.
According to the Animal Protection Act, unless you are a registered pet business, you must neuter your pets or apply and explain why you can not do so. Taiwan SPCA supports pet neutering as it helps to prevent the overpopulation of street dogs and is bene cial to an animal’s health.
