Building Permit and Property Protection

               You might need a Building Permit to start your repairs.  If you are in the floodplain, are substantially
               damaged, and have flood insurance, you may be eligible for ‘Increased Cost of Compliance’ (ICC)
               coverage, which will pay up to $30,000 to mitigate (elevate, demolish, or relocate) your flooded home.
               Check with the Building & Development Department before you start repair work.

               Substantial Damage
               Some homes in your neighborhood may have received notification from the City of Rockport or the Building
               Officials Association of Texas indicating that the home has been substantially damaged by the recent weather
               event.  Rebuilding a home that has sustained substantial damage has different requirements, and depends on
               several factors.


               Substantial Damage applies only to structures located in the Special Flood Hazard Area, 100-year floodplain
               and floodway). The 100-year flood is an area having a 1% chance of flooding in any given year (not every 100
               years.)  “Substantial damage” means that the City’s Building & Development Department has determined
               that the damage to the structure is such that the total cost of restoring the structure to its  pre-damage
               condition equals or  exceeds  50% of  the pre-damage market value of the  structure only (i.e., not  including
               the land  value).




               How to Calculate Substantial Damage:

               1. Find the Total Pre-Damage Value of the Structure (not including land) based on your County Appraisal
                   District records www.aransascad.org  or a private appraisal that has been done in the last five years.

                   example: Total Value $200,000, Structure Value $100,000


               2. Find the Repair Cost on the documents you get back from your flood insurance company or from a
                   contractor’s estimate of the total cost to repair your structure to pre-damage condition.


                   example: $60,000

               3. Divide the Repair Cost by the Value of the Structure.

                   example: $60,000 ÷ $100,000 = 0.6


               4. Multiply by 100 to convert to percentage

                   example: 0.6*100 = 60 %.

               5. Result is 50% or more, the structure is Substantially Damaged
