First Offense:

a) Smoking: Instruction and guidance using paa Laraq Paa Ṫaraq “The
Way” and/or haqaqtal haqaqaat Haqaqtal Haqaqaat “Actual
Facts”, & may be subject to a monetary fine.

*if incident found to have taken place on Tribal lands or property: 30

days to 360 days white-balled & subject to a monetary fine in addition
to counseling & follow-up review with the 24 Elders.

b) Alcohol: 30 days to 360 days white-balled depending on severity of
violation, subject to a monetary fine & follow-up review with the 24 Elders.

*if incident found to have taken place on Tribal lands or property: 60
days to 18 months white-balled depending on severity of violation,

subject to a monetary fine & follow-up review with the 24 Elders.

c) Drugs: 90 days to 360 days white-balled or dismissal from the tribe
depending on severity of violation, subject to a monetary fine & follow-up
review with the 24 Elders.

*if incident found to have taken place on Tribal lands or property: 180
days to 18 months white-balled or dismissal from the tribe depending on

severity of violation, subject to a monetary fine & follow up review with
