Association shall constitute a quorum for voting by mail or Electronic Means.

                            (v) Any proposal shall be adopted if a quorum for voting by mail or
         Electronic Means is represented and the proposal is approved by the affirmative vote of
         not less than a majority of the votes cast on such question, unless a greater or lesser
         voting requirement is established by Washington statutes, the Restated Declaration or the
         Amended Bylaws.

                            (vi) Within ten (10) days after the ballots have been counted, each
         Owner shall be notified by mail, Electronic Means or other delivery of written notice of
         the results of the ballot or that a quorum of ballots were not returned.

         9.4 Meetings, Notices and Quorums

                   9.4.1 Meetings. A meeting of the Association must be held at least once each
year. Special meetings of the Association may be called by the president, a majority of the
Board, or by Unit owners having twenty percent of the votes in the Association. Not less than
ten nor more than sixty days in advance of any meeting, the secretary or other officer specified in
the Bylaws shall cause notice to be hand delivered or sent prepaid by first class United States
mail to the mailing address of each unit or to any other mailing address designated in writing by
the Unit Owner, or sent by Electronic Means to the address designated in writing and signed by
the Unit Owner at which they will accept Notice, except that the Notice of a meeting on the
Budget shall comply with Section 10.3.3 . The notice of any meeting shall state the time and
place of the meeting and the items on the agenda to be voted on by the members, including the
general nature of any proposed amendment to the Declaration or Bylaws, changes in the
previously approved budget that result in a change in Assessment obligations, and any proposal
to remove a director or officer. Actions may only be taken at a Special Meeting of the
Association if the meeting notice includes the anticipated actions to be voted on by the attendees
of the Special Meeting.

                   9.4.2 Quorums.

                   (a) A quorum is present throughout any meeting of the Association if the
owners of Units to which twenty-five percent of the votes of the Association are allocated are
present in person or by proxy at the beginning of the meeting.

                  (b) A quorum is deemed present throughout any meeting of the Board if
persons entitled to cast fifty percent of the votes on the Board are present at the beginning of the
meeting.

         9.5 Bylaws of Association.

                  9.5.1 Adoption of Bylaws. Bylaws (and amendments thereto) for the
administration of the Association and the Property, and for other purposes not inconsistent with
