I am Samuel J. Raines Sr., Certified Fraud Examiner (CFE), Certified
Government Financial Manager (CGFM), and I am a retired auditor. I am a
graduate of the Department of Defense Graduate Program with a Master of
Public Administration in Public Financial Management from American
University, Washington, D.C. I received my basic auditing training with the
Naval Audit Service through the Navy’s Centralized Financial Management
Internal Program. Upon successful completion, I was permanently assigned to
the Naval Audit Service. I served as a resident auditor assigned to the Special
Audits Division, and as an Acquisition Auditor assigned to Program Executive
Office (PEO) for Air Anti-Submarine Weapon, Assault & Special Mission
Programs. I held a Top Secret, Compartmented security clearance. Also,
during my Federal Government career, I served as a senior auditor with the
U.S. Postal Service Office of Inspector General. I retired from the Federal
Government after 27 years of service.
I am Edward Reed, a United States Marine Corps Veteran, and I served in the

Department of Defense. I am the 2 Vice President for the Maryland
Federation of the National Active and Retired Federal Employees Association
(NARFE). As a Telecommunication and Logistics Officer overseas, I
supported worldwide equipment purchases and installations, and worked after
and before in Public Relations. I performed five Human Relations Overseas
Support field assignments. I assisted in contracts for local building of home
furniture, saving taxpayers thousands of dollars in household furniture
building and shipping costs. While being deployed in three war zone theaters,
I became Volunteer Commissioner in the American Scouting movement in
Europe, the Middle East and the Far East. I nurtured 16 young men to attain
Eagle Scout rank. My combined military and federal service career, during
which I supported America’s objectives and mission, spanned 50 years.
I am Dr. Gordon Riel and I served at the Naval Ordnance Laboratory/Surface
Warfare Center from 1956 through 2007. I worked as a Chemical Engineer,
Physicist, Senior Scientist Registered Professional Engineer, and Board
Certified Health Physicist. My colleagues and I saw the United States Navy
through great changes in radiation detection technology, from vacuum tubes
to solid state; from analog to digital; and from instruments developed under
Navy contracts to greater reliance on products from the commercial
marketplace. The Navy patented some of our products. I attended debates of
the National Commission on Radiation Protection (chartered by Congress to
